Parliament Winter Session 2023 Live Updates: On Day 13 of the Winter Session on Wednesday, the Lok Sabha passed three Bills – the Bharatiya Nyaya (Second) Sanhita, 2023, the Bharatiya Nagarik Suraksha (Second) Sanhita, 2023 and the Bharatiya Sakshya (Second) Bill, 2023 – that seek to replace the existing Indian laws – Indian Penal Code (IPC), Code of Criminal Procedure (CrPC) and Indian Evidence Act. The Bills were earlier amended following discussions by the Parliamentary Committee. The Bill was introduced in Parliament by Union Home Minister Amit Shah on December 12.

The Parliament also witnessed a ruckus amid Opposition leaders’ protests and sloganeering. As of Tuesday, 141 Opposition MPs from Lok Sabha and Rajya Sabha have been suspended for “disorderly” conduct. Two more MPs, namely Thomas Chazhikadan and AM Ariff, both from Kerala, were suspended for the remainder of the Parliament’s Winter Session. The two suspensions on Wednesday take the tally of MPs suspended from Parliament to 143. While 97 of the 139 Opposition MPs have been suspended in Lok Sabha, their count in the Rajya Sabha also fell below 100 after the suspension of 46 MPs.

After the suspension of 141 Opposition MPs during the ongoing Winter Session – 95 from Lok Sabha and 46 from Rajya Sabha – the Lok Sabha Secretariat issued a circular for the suspended MPs, barring them from entering the Parliament chamber, lobby and galleries.

“As a result, the following consequences arise from their suspension and remain in force during the period of suspension: they cannot enter chambers, lobby and galleries. They stand suspended from sittings of Parliamentary Committees of which they may be a member, no item is put down in the List of Business in their name,” read the Lok Sabha circular.
